Summary
After the fall of the occupation most of Gotham's citizens simply expect that everything will go back to normal. This hope is dashed when the Federal Government chooses instead to continue Bane's enforced isolation in order to prevent the remaining criminals and terrorists from escaping into the rest of the country. When the terrorists prove impossible to capture and the quarantine is extended the city slowly empties, it's citizens forced to choose between struggling for survival in a ghost town and building a life elsewhere.
John Blake is of the few people who has chosen to stay behind, unable to give up on Gotham. One day, while out searching for supplies he finds himself in front of the abandoned City Hall. What follows next turns his life and his beliefs upside down after he chooses to make one critical and perhaps ill advised decision. A decision which will fundamentally alter the rest of his life.
