Summary
Yokohama, a city completely sealed off from the rest of the quirk bearing world. Information about the city is difficult to come by, even with the help of the Japanese government, so it’s been ruled as the largest quirkless population. Despite the chance there could be a quirk user residing in Yokohama, it's a popular assumption the Yokohama government is controlled by villains. So, a common speculation is that not a single quirk user is permitted to pass through the border to prevent undercover heroes from entering. All of that is complete bullshit though; only citizens of Yokohama are allowed to freely move between the walls.
As of recently, officials from Yokohama have begun creating connections between the USA and have started reconnecting with the Japanese government. Due to the relationships still being relatively new, the security by the border is still tight, but an agreement was made. A local school from Musutafu has been granted the opportunity to travel to Yokohama to prove that the city isn’t overrun by villains and isn’t as chaotic as it's made out to be. Or maybe it actually is.
