Summary
The Coruscant Guard is the wing of the GAR that protects the Senate, AKA the people who decide how much funding each wing of the GAR should get. They are well supplied. Over-supplied, even. They are still not treated like people.
Fox doesn't have a pithy way to articulate it, the gap between the money the Senate is willing to throw at him and the needs of his men. He can't explain why money won't fix the alienation between the Guard and the civilians they are being ordered to police, the feeling of constant threat when they go out, the toll it's taking on them. All the Senate has to give is more money, more toys, replacement units for unfit ones.
...then one day the weirdest Bothan Fox has ever met gives him a horrifying metaphor that almost sums it up. It at least evokes the right amount of disgust, in Fox's opinion.
That conversation will save Fox, and only Fox, in the long run. It's not enough, but it's what he's got.
(Alternate title: "All cops are bastards but these bastard cops are also chattel slaves" )

Summary
A random villain-of-the-week makes Robert late for work. It's only by a few minutes, yet the encounter that hardly lasted a few seconds instills a sudden chill in Robert's bones. Its persistence is matched only by the Z-Team's stubbornness as they force their dispatcher to join them in activities they think will warm him up.
But none of it matters if Robert can't learn to believe he'll ever be warm again... or that he deserves the warmth this team brings him.
