Summary
Hez and I wrote Out of Gas after we watched Heart (3x13) when it aired, and without really thinking or discussing it, we kind of half-way shipped Joe and Quinn (or Fabray/Hart = Fart) while we were writing. When we finally rewatched Heart last weekend, we started shipping them even harder.
Joe is younger and not remotely Quinn's type, at least before her accident. But he sees something in her no one else does and helps Quinn find who she is again. Following the events of On My Way (3x14).

Looking around at the dirty brown grass in front of the Beaver Apartments in Lima Heights Adjacent, Ellie sighed. It was so different from the tiny house they’d just left in Akron. But, her momma had gotten a really good job offer and it was time for a new start.
New start, yeah.
Then, a dark blue Bronco drove by and a boy with a mohawk lifted his hand in a wave. Waving back, Ellie pulled the box out and watched the truck turn at the last block to the left.
Maybe it wouldn’t be too bad here, she thought.

Um. So, mah pal Hez posted the vid for this song (same as the title, by The Spinners) on tumblr and said this:
"Can you IMAGINE Sam over for supper and Dr and Mrs Jones teaching those babies how to dance? I can hear Mercedes saying “Daddy, seriously?” “C’mon, girl, dance with your daddy.” And they’re spinning ‘round on the back patio with the little faerie lights all around and pots of flowers smelling like heaven with her brother watching as Mrs. Jones grabs Sam’s hand and spins him out. Sam, obviously a good sport, tries to dance (bless his heart)."
And, all of a sudden, I COULD imagine that, and so, I wrote it for her. :D

No, probably it all started the day Steve Rogers decided to move into an apartment-share with a guy he's never laid eyes on. And since their agreement is that Steve has the place at night and the other fella takes it over during the day, there's no reason they ever even need to meet.
Unless there are a whole lot of reasons why they absolutely should.
Or: Steve pines for Bucky without even knowing he's pining for Bucky thanks to a series of letters and an unusual roommate arrangement in 1930's Brooklyn.
