Summary
Suga finds a city-hopping vigilante named Tooru on his windowsill one rainy night. Some time before, Tooru was subjected to inhumane experiments with the goal to create an indestructible human, and the trauma left him without any emotion and able to phase through solid objects (among other things). However, Tooru can feel emotions around Suga for some apparent reason, and he decides to stick around the city for a while. Little do they know that something is chasing Tooru, and it's not going to give up.
