Summary
Every twenty five years, the Treaty of Treason promises an exciting new twist to the hunger games, called a “Quarter Quell.”
The Capitol, with their severe lack of foresight, had no way of knowing this when they implemented the Quarter Quell, but these unprecedented games also tended to bring about unprecedented strategies.
Perhaps it was simply due to the nature of the rule changes. In the case of the 25th annual Hunger Games, as a reminder to the rebels that their children were dying because of their choice to initiate violence, tributes had to be voted into the games by their district. The result of this was a mix of tributes that had never been seen before, and would likely never be recreated by the lottery system of the reaping.
In the outlying districts, many of the tributes were malcontents. Criminals, rebels, or the children of criminals and rebels. And while this did sow seeds of mistrust and discontent within the districts, these malcontents would prove to be yet another small spark in the rebellion. Who could’ve guessed that trying to keep a bunch of teenagers with authority problems under control in the arena is a bit of a challenge for the Capitol!?
