Summary
SSR did all kinds of tests after Project Rebirth, especially after the loss of the serum. Including taking samples and freezing them, securing them away. They figure someone might want to study the long-term effects. After the war, of course.
The Red Room always kept biological samples from their subjects, just in case their strongest should fail and require replacement.
Hydra takes over the Red Room. SSR becomes SHIELD. Hydra grows inside SHIELD. They decide to test an experiment with the genetic material from two established super soldiers. They succeed, but Hydra falls and SHIELD along with it.
Nick Fury decides it's time to let Steve and Natasha know.
