Keeping Katniss's family fed without tesserae is not easy and Peeta's parents are pushing him to marry a merchant girl as soon as possible. The best way to escape starvation and a prison of a marriage is to marry each other, but that would require Katniss to let go of a promise she made to herself a long time ago, to never marry anyone.

Though Katniss stared beyond the lens, at the soft curve of her sister's cheek. She willed herself to allow the sight to melt her a little bit, at least until her edges weren't so sharp, capable of causing so much pain to the people surrounding her—a click, a flash, a blink of her stinging eyes, and she began the long wait for her life to change.

A catastrophic environmental event out of District 13 has darkened the skies—and such events in this world have always harmed women and children first. Faced with a population crisis, Panem turns to the women of District 12, who have survival and fertility rates far exceeding the average of all of the other districts—which only feeds into the perception and punishment that District 12's coal mines were the true cause of the atmosphere's ruin. Katniss is resistant to signing up for these "marriage boards" of richer men seeking to take advantage of poorer women, until Prim's declining health forces her hand in hopes of a future for her little sister.
