Summary
In another life, Riku was certain that he would have been fine. Truthfully. It had taken him a long time to come to terms with it, but he had found his peace. In a way, it had been easy, even, to embrace that inevitable “supposed to be”, to overhear that promise over the gentle waves. A script soothing and comfortable to the point of cowardice. One where his heart was his alone, untouched and untouchable. Private, like his love. He would have been fine with that. Uninvolved, behind a glass wall, unworthy to reach out but always close enough to see and feel. He couldn't fear rejection if he didn't say or do anything. He couldn't have feared losing what wasn't and would never be his.
It would have been enough. If it was to keep Sora in his life, for his sake, everything would have been enough.
Carefully, meticulously, he had built for himself a shelter which stood upon that belief. Its foundations had been readied long ago, and maybe it had taken him a while to come around, but in the end he had made his house there. A place cold and lonely, but safe.
A house of cards that had fallen into pieces in a shower of glass shards the first time Sora had slipped inside his bed.

In Nibelheim, saying "I love you" is something better left unsaid, something too sacred to throw around in casual conversation. Cloud has never thought twice about it, always preferring to show his affection through actions rather than words.
Unfortunately, nobody had the foresight to tell Sephiroth about this.
