Tony's bad at saying no. He has largely accepted that people need him, and though there can be power derived from that, he's seen too much not to feel the burden of that responsibility. Even the Rogues can still finagle tech from him if they play their cards right. And maybe that's why Barnes has decided that Tony needs protecting.

He could almost taste the anger he felt on his tongue, betrayal in the air, but he knew no one else felt it. Why would they when for the world Steve Rogers just got his best friends and his old and biggest love back - Bucky Barnes. There was nothing wrong with that picture because no one knew Tony and Steve were ending in each other’s bed for months regularly. No one knew about hours of quiet conversations in the dark, shared nightmares and soft words whispered in each other’s ears.

Summary
After escaping from HYDRA and dealing with Captain America, Bucky goes to New York. He can get lost there and figure out who he is. But something huge is missing from his memory and when the full moon comes, Bucky figures out what, but it's too late. The Wolf takes over, snooping around New York and looking for what's pulling him. Then he meets Tony Stark, who just can't leave the huge, fluffy dog starving on the streets.
Only the huge dog is weirdly protective and definitely smarter than average...
