“Yours, all yours, always yours.” Cried Dick. He felt he was losing something the more Bruce called him his mate, the more he marked his body. Little by little he was losing himself. giving and giving to Bruce with nothing to receive back.

although it's his birthday it's Bruce who always received something.
A hug, a kiss and a confession.
No matter what happened between them, no matter if they are in a relationship with other people, every year Dick will ask for it and Bruce will give it to him.

Summary
After getting shot, Dick starts waking up in a different stage of his life. While his body stays the same, aging as the days go by. his mind shifting every time he wakes up, Some days he wakes up as a kid, ready to take on Gotham by Bruce's side; sometimes as a teen, reliving changes that were once past him; and sometimes as his adult self, with years of experience behind him.
He never wakes up past the day of his attack, never moving forward, stuck in a loop, reliving his life over and over again with no realization of what is happening to him. And during this turmoil, the only person who has been with Dick since the beginning. Bruce, who is trying to protect him from himself and the world.

They are not soulmates, it was simple as that, Dick wasn't born with a soulmark and Bruce already found their soulmate.
and yet, Dick who could have chosen anyone, not bound by fate chose Bruce, and Bruce who already had his destiny set out for him decided to go against fate and chose Dick.
