L'manburg was a crime ridden city.
no matter what sector you were in, there was crime.
Sure, it was better in the nicer parts but that's just because they could afford to hide the crimes committed. Of course, with a city full of crime there are going to be some notable ones. L'manburgs' biggest supervillains, Threnody, the Blade, and Sightseer, or the Angel of Death. These three villain's were feared by all, no one would dare to try to get in their way.
Except, of course, Tommy.
