Summary
Columbina came to a stop, sensing that the Doctor was still walking towards her, the same almost sobbing sounds coming from him. Was it sobbing? At first she assumed it was either an upset soldier, or in the case it was another Harbinger, perhaps she just wasn’t hearing correctly, but as close as he was getting she realised he was. It was muffled behind his mask, perhaps on purpose too, but the segment was certainly crying.
Where Columbina runs into a particularly young segment, one who has not yet entirely embraced that he is a monster, instead one seeking acceptance he has never experienced. She knows Dottore will never change, after all he himself believes he is too far gone, and remaining close will only end in hurt but despite this she wants to understand.

Not seeing his partner after months of being away in Liyue, Pantalone wasn’t in the best mood.
A snowstorm and lack of sleep worsening his irritation before he fell back into Dottore anyways.

Dottore is away in Sumeru, not that Pantalone would care- he doesn’t obviously- however the man uses his irritating clones to pester him still. The answer is and always will be
“No, I’m not giving you more funding, tell Prime to ask me himself”
When he comes back he could probably be convinced though.
