Sunghoon is meant to show control over all rebellious districts, specially 7. He is a warning of watchful Capitol eyes. But Sunoo makes it hard to keep watch when all eyes naturally are drawn to him, specially Sunghoon’s. When hearts start to beat and feet start to march, Sunghoon cannot do much of anything else as he follows Sunoo into whatever path he decides to take.
