In a nutshell, pre-serum Steve has (among his laundry list of health problems) a dick that only feels like cooperating some of the time. He still likes the closeness and intimacy of sex with Bucky, so he insists they still do it, even if occasionally Steve can't get off, but sometimes it's another way in which he feels a little broken.
