Summary
It started small. Little things no one really noticed until something big triggered a series of chain events that both literally and metaphorically punched them in the face.
Or: The Kaminoans were much too adept at cloning, much too prideful in their ability to fulfill any order that they wouldn't just let the opportunity to practice recreating Force-sensitivity pass them by.
Their customers never specified that they did not want their DNA to be used in research attempts and it was so easy to collect when they left it lying around after each visit so, as far as their culture and societal morality were concerned, that was as good of approval as they needed.
The whole endeavor went about as well as you'd expect.
