At the beginning, Katsuki is the only victim.
Wait, what victim-
“Deku, die!!!“
*explosions*
*dodging*
*thump*
“Damn it, fuck you!!!“
Well, since Izuku’s quirk lets him predict people’s next few actions, it’s kinda hard to ignore his instincts and not dodge inconveniences.
If you knew that someone’s going to burn your hair, why would you stay still and not step out of the way?

The second major victim surprisingly is his high school homeroom teacher Eraserhead, aka Aizawa-sensei behind the safe walls of UA.
The first instances happen during the very first day while the new students of class 1-A do their quirk apprehension test.
Izuku picked the teacher’s interest since the entrance exam already and the hero tries to erase the boy’s quirk (or quirks, depending on how Izuku registered the physical strength enhancement part) throughout the whole test. Emphasis on try.
For some reason, whenever Aizawa is about to activate his quirk Erasure, something obstructs his view of his student. Just to show a few examples:
During the Standing Long Jump, Izuku happens to kick up the sand.
During the Grip Strenth Test, Izuku happens to hide behind his fellow classmates.
The most ridiculous one however is when the boy tears apart his shirt to hide beneath during the Pitch.
It annoys Aizawa to no end, but he doesn’t call out his new student. There is no logical reason to erase the boy’s quirk in this circumstance. Midoriya Izuku has perfect control over his quirk (or quirks) and isn’t a danger to himself or the people around him. In addition to that, this is a quirk apprehension test, so it makes even less sense to rob the student of his quirk which is essential for this whole thing.

During normal lessons, whenever Aizawa uses his quirk in the classroom to calm down his rowdy class, Izuku always tucks up his legs and opens a huge notebook to hide behind.
At some point Aizawa is so irritated that he calls the boy out.
“Midoriya, stay. The rest are dismissed for the day.“
The teacher waits until the footsteps fade away before addressing the only other person in the room.
“Why are you doing this?“
Izuku blinks a few times.
“What do you mean, sensei?“
Aizawa pinches the bridge of his nose, closes his eyes and takes a deep breath.
“How and why are you avoiding my quirk?“
Izuku blinks a few more times.
“I do?“
Now the underground hero just stares at his student, obviously unimpressed.
“You teared up your shirt during the quirk apprehension test to hide from my sight, Midoriya.“
“... Oh, right.“
Seriously? That instance isn’t worth remembering for the boy?
Still, Izuku is nervously fiddling with his fingers now.
“Does it... does it disturb you?“
“Yes. Especially the part when you can tell the exact moment I’m going to do it. Care to explain?“
“Um, that’s part of quirk actually. Everything has a unique wave, both living beings and inanimate objects. By reading the waves – sometimes intentionally, sometimes unintentionally – I can predict the next few actions. Additionally, since it’s only natural to avoid dangers or inconveniences, my body normally moves on its own to do just that. In your case, my body probably doesn’t feel like having its quirk (or quirks) being suppressed, after all it would be like temporarily taking a limb from me.“
After hearing the explanation, it’s Aizawa’s turn to blink. Izuku’s explanation makes sense, presuming the boy’s quirk works the way the teacher understands it.
“Can you stop it? Those reflexes?“
“I don’t think so.“
“Why not?“
“‘Why not?‘, you ask... I-I guess because of habits?“
“What habits?"
Aizawa's eyes narrow.
"Are you in danger or something?“
“N-No! Of course not! T-they kinda are... personal.“
“... All right. You can go home. For now.“
With a relieved exhale, Izuku exits the room with a smile on his face.

Looking out of the window shortly after, Aizawa can see his green-haired student walking up to his waiting classmates. Uraraka and Iida, right? They start chatting and laughing together soon.
Suddenly, Bakugou appears out of nowhere and lungs after Midoriya.
Midoriya leans to the side and continues the conversation with his new friends like nothing unusual happens. Bakugou lands on the ground with his face first.
The only reason why Midoriya notices Bakugou’s presence is because he follows Uraraka’s and Iida’s shocked eyes which are locked on said blond.
The freckled teen blinks a few times.
“Kacchan?“
To Uraraka’s and Iida’s ears, it really sounds like Midoriya notices the blond just now.
“Since when- What are you doing here? I thought you went home already?“
“Shut the fuck up, Deku! Stop dodging me already!“
Aizawa keeps staring at the events unfolding beneath his gaze.
