On behalf of the chief secretary of the Union for Multinational Defence and Intelligence, otherwise known as the U.M.D.I, we would like to congratulate you with your graduation from the Espionage and Observation program. We would also like to remind you of the responsibilities you will take on as a qualified agent of the U.M.D.I’s department of Humanitarian preservation, as well as give you a brief rundown of your upcoming assignment.
For the last six decades, the U.M.D.I has tried to insure the safety and preservation of all human and parahuman civilizations on the planet through a persistent policy of communication and cooperation between security organizations and local vigilante societies across more than 180 different countries. Through our dedicated work, the union has prevented multiple peace threatening scenarios, including no less than 5 nuclear apocalypse; 147 assassination attempts on key political figures; and 17 invasions, 3 of them of an extraterrestrial nature. Without our valiant effort, there is no doubt that this world of freedom and peace we know wouldn't exist.
However, with the fall of the Soviet Union, volatile organizations and individuals previously kept in check by the U.S.S.R have begun to show up across the world. These individuals, more commonly known as villains, have on numerous tragic occasions proven themselves too much for local vigilantes and law enforcement to handle. It was therefore deemed necessary to reorganize the operations of the U.M.D.I to encompass a different and more direct approach, and so the department of Humanitarian Preservation was founded.
As an agent of the U.M.D.I's department of Humanitarian Preservation, you will be responsible for the execution of such operations, including but not limited to:
- The de-escalation of volatile situations with potential of severe damage to people and property.
- The execution of operations requiring total discretion to maintain the public peace.
- The disposal of information capable of damaging the diplomatic stability of the world.
The union has deemed you of sound mind and aware of the importance of your work, and therefore trusts you to do your duty to the utmost perfection and to remain constantly vigilant.
Assignment
You have as of this moment been assigned to an exclusive A10 intelligence mission in deep villain territory, code name: Operation Mad Hatter, for an indefinite time span. Your assignment to the mission is due to the untimely departure of the previous intelligence officer assigned to the mission.You have been assigned as an intelligence officer to this assignment due to high grades and exceptional accomplishments in the fields of intelligence and security breaches. Skills which will be required to ensure the success of the mission, as well as to secure the safety of all assigned agents.
Your assignment is as follows:
- Log and transcribe any and all transmissions of information from the environment under observation, whether incoming, outgoing, or internal.
- Hand in regular reports on the activities and new developments in both the physical and digital environments under observation.
- Make immediate contact with HQ in so forth that any of the labelled subjects acts outside their normal behaviour.
- Collaborate with any and all additional tasks assigned to you by your chief in command.
- Provide intelligence support to your fellow agents during operations related to the assignment.
Due to the assignment's nature as a pre-existing mission, you will be expected to work alongside a pre established team of agents. The agents will all be fully trained field operatives, capable of dealing with any situations deemed likely to occur during the mission. Feel free to address any and all queries regarding the mission to them.
The assignment is not to be taken lightly due to its nature as a long term intelligence gathering assignment, as it is labelled as a category A10 assignment. This is a testimony both to the difficulty of the assignment, as well as the confidentiality of the assignment, and the potential consequences if the assignment is neglected in any shape or form. As such, you are expected to give the assignment complete top priority, and any neglect of your duties will result in an immediate suspension.

Security & Discretion
Due to the assignment's nature as a category 10 assignment, only personnel of security clearance 14 or higher are permitted information regarding the assignment. All civilians and personnel of security clearance below 14 are not to be made aware of the assignment or any subjects related to the assignment. Failure to comply will be met with an immediate suspension from active duty as well as a memory wipe of all people involved in the security breach.Additionally, all personal information regarding the assigned agents (secret identities, contact information, position in the union, etc.) will be withheld until such time as the agent departs from the assignment. This means that by all definitions, the assigned agents cannot be traced back to the union nor can be proven to ever having been part of the union.
In case of an agents departure from the assignment, all information connecting the agent to assignment will be redacted with retroactive effect. This is done to prevent potential backtracking to the assignment, and the agent will be integrated into the union if possible. Please be noted that any and all departing agents will be obligated to report for a thorough memory wipe before returning to civilian society. The memory wipe will be performed within 72 hours of the declaration of departure being accepted.

Personnel & Agents
As mentioned in paragraph 4 of the assignment section, you will be expected to work alongside multiple different agents during the course of the mission. It has for security reasons been decided to forego the standard procedure of a team division in three units each working in eight hour shifts, in favour of a team division of two units working in twelve hour shifts. This accommodation has been made in order to decrease the number of involved agents, and thereby decrease the likelihood of leaks.Each team will consist of a mouser, a tracker, a hide behind, and a hacker. Additional information regarding the arrangement of the various teams will be given on a later date by the chief in command or the secondary operation executive.
To enforce the confidentiality policy stated under paragraph 2 of the security section of the run-through, all agents have been assigned code-names and standardized uniforms to prevent recognition after departure from the mission. You will throughout the assignment be addressed as SpotterA2 (Agent SpA2), and will be expected to address yourself as such whenever the assignment or subjects related to the assignment are addressed by all personnel of security clearance level 14 or higher. Repeated failure to comply will cause suspension from assignment.

An.Op. A308D37 (code name: Hand)Every agent will be assigned to either the A- or the B-team. The assignment has already been determined, and is designated by their third identification cipher. Exceptions to this pattern are the chief in command and the SOE, who may assume command of both teams at any given time.
Additional info
Your weekly pay consists of 1,765.98$, plus an additional risk bonus consisting of 5% in case of physical and psychological trauma caused by your work, in accordance with paragraph 72 of the union guidelines for the well-being of agents (GWA). To maintain your cover, the transactions will be performed through the department of Discretion’s network of auxiliary bank-accounts. You will receive a pay-check from your chief in command at the end of each week, which will be connected to your cover occupation. Please be sure to familiarize yourself with your assigned cover as discussed on page 6. All further questions or complaints regarding cover and payment should be directed to the department of Discretion.Sick leave and unpaid vacation are heavily discouraged due to the potential threat level of the assignment. However, should you wish to apply for either of those, you will have to provide the paperwork for a second agent of your choice who will be your temporary replacement during your absence. Keep in mind that any transgressions by your temporary replacement will be reflected in your record. Additionally, your temporary replacement will have to pass both a capability and confidentiality evaluation conducted by the union’s own examiners. The necessary legislation for registering a temporary replacement, including arrangements for the tests, can be found at the front desk of the Department of Humanitarian Preservation.
