Pucci is patient. That's the gift he has. While Dio's remaining followers were quickly caught, Pucci returned to a normal life and waited.
It was easy to fake an acceptance letter to Florida Atlantic University. No one would question someone as quiet and diligent as Pucci, or notice an extra student in the crowd. Jotaro Kujo certainly didn't.
