How do angels have wings?
Well the answer to that is very simple. They are given a test to earn their wings. Each angel in training is assigned a human at random and have one wish to make that human happy. If that wish grants them happiness, they grow their wings. If it doesn't... there are no second chances. In order for Izuku to become an angel he must go down to the human realm and make one person truly happy.
