The sun was shining brightly over Musutafu, illuminating the streets for yet another day. The sky was clear, birds were chirping sweetly, and everyone was getting ready for their day.
Mustuafu was infamous. Everyone in Japan knew of the prefecture. It was home to some of the top Pro-Heroes in the world. Big names like Endeavor, Best Jeanist, Mirko, Snipe, Ryukyu, Present Mic, Midnight, Lunch Rush, Ingenium, Power Loader, Fat Gum, Ectoplasm.
All Might.
It was a quiet prefecture. Well, a quiet tri-prefecture, really, considering the Hero Commission of Japan had decided to combine prefectures so that Pro-Heroes would be responsible for a broader area and able to team-up with a wider range of heroes. They cleaned the streets of crime and prevented disasters when they could. Anyone wandering the streets would surely run into one of these heroes, or at least see them on a billboard, newspaper, or television.
These heroes only existed due to Quirks: a special, superhuman ability that a person can have that they gain from their genetics. It is the Quirk factor in a person’s blood that dictates their power. Usually, when a child turns four, their Quirk will activate. There are three general Quirk types people can have. There are emitter-type Quirks, which allow the user to control or alter an aspect of reality. There are usually tells for one is activated but rarely are there physical alterations to the person’s physical appearance. Then there are transformation-type Quirks, which allow the user to temporarily change or alter physically. They can add or take away certain features, like add extra ears or transform into an animal. And finally, there are mutant-type Quirks, which causes a permanent change to their physical appearance that is directly related to their power. There are people who have permanent gills on their neck and must live in water communities surrounding the land and there are people who have claws instead of fingernails or wines instead of hair.
Quirks were practically everywhere and had numerous applications. It was no wonder, really, why a young Midoriya Izuku would be captivated by these strange abilities. Especially considering he didn’t have one of his own.
Izuku was an anomaly in modern society. While the Quirkless population in the world was twenty percent, most of that number was made up of the elderly. The number of kids born without a Quirk was barely in the hundred thousands worldwide.
Izuku didn’t mind too much, however. He was happy enough analyzing the Quirks he could get his hands on, and his brother Katsuki was always willing to show off his own Quirk, Explosion, for the shorter boy. But it came as no surprise when it developed into something more. . .
Midoriya Izuku and Bakugou Katsuki had lived together their whole lives. They were around the same age, though they were hardly twins. Anyone who had seen the two boys side by side would never be able to tell that they were related.
Katsuki was the perfect copy of his birth mother, Mitsuki, with spiky blond hair and piercing red eyes. It wasn’t often that you wouldn’t see the nine year old without a scowl adorning his features, and he took pleasure in calling anyone he didn’t particularly care for “extras”. He was prideful and short-tempered, willing to take on any challenge aimed vaguely in his direction. He had a crude vocabulary, but he was incredibly loyal to his family and those special enough to be in his inner circle.
Izuku, on the other hand, was the perfect copy of his birth mother, Inko, with dark green hair and round cheeks. He had a few freckles dotting his face and wide watery eyes that were a signature Midoriya trait. He was intelligent and sensitive, curious and selfless. He was willing to break both of his arms if it would make a stranger’s day better. He was reserved and polite, ready to be a steppingstone for anyone’s glory (namely Katsuki’s).
The two brothers always had the others back. They also did a lot of things together: homework, playing, and other such activities. They shared the same room and a pet eagle, as well as a friend group. They even shared an older brother.
Tenko was a teenager, born from Inko’s first marriage. Now that she had divorced her husband and had married Mitsuki, the two former lovers had shared custody of the boy. He typically spent his time with his mom, only visiting his father when his mother asked him nicely. It wasn’t that he didn’t love his father, but the man was always doing something crazy. He had tried numerous times to convince his mother of the evil schemes his dad came up with but was always unsuccessful. This turned into Tenko trying to essentially bust his brothers whenever they were up to something, considering it should be easier to bust his little brothers compared to his father.
(He had yet to succeed, but Tenko was never one to give up when he encountered a particularly hard quest.)
Tenko was very passionate about gaming. His Quirk made it difficult to hold the controller seeing as his required his five fingers to decay anything he touched but he had invested in some quality gloves with two of the fingers cut off to prevent his anger getting the best of him. (Well, prevent his anger from decaying his consoles). Tenko wasn’t too fond of his little brother’s pet eagle, which was named after the Number One Hero All Might. He had tried once to decay the stupid bird, but Izuku’s watery eyes had made him feel too guilty to try a second time. At the very least the thing was usually missing for a grand majority of the day. The eagle (unfortunately) always came back home.
All Might (the eagle) had been adopted from the High-Spec Establishment for Restricted Operations (H.E.R.O.) adoption agency where pets with Quirks were trained and cared for before being adopted. The agency had various companies throughout Japan but it was really a cover for something much bigger.
It was the base for Pro-Heroes.
Originally, Pro-Heroes were able to live on their own as people, but over the years there had been issues with villains tracking the heroes back to their homes, preventing them from being able to separate their home life and work life. It all came to a halt when Nezu, the head of the organization, came up with a formula to hide the heroes in plain sight. It allowed them to change between their hero form and an animal of their choosing, which would then be adopted in the home of a civilian and be the perfect disguise for them.
Of course, not all heroes chose to go through with this procedure. Some heroes wanted to establish a life for themselves as people and Nezu put extra security measures in place to protect these heroes in their homes, though it was evidently more dangerous to live this way. (He tried to dissuade heroes by having them do thousands of pages of paperwork and only a few were determined enough to go through it all).
The H.E.R.O. building was in the center of Mustuafu, which made it easily accessible to all their agents. All Might in particular was able to reach the agency in under five minutes from his host’s house. As much as he hated to leave the boys he lived with alone, he knew his role as the Symbol of Peace was essential in upholding Japanese society.
It was important that he took on the Number One threat: All for One. He was an evil man, striving to reform world order under one supreme leader (in case that wasn’t clear, it would be under himself). He planned to first take over the Tri-Prefecture with his Quirk powered machines, which were all named ending in -oddity after his Quirk (which was one of the first presented in society and was considered such during his time). His Quirk allowed him to take and give Quirks at will, giving him infinite power if wielded correctly. However, there was always a flaw in his inventions (namely, a self-destrcut button).
All for One wasn’t quite sure why his evil plan to take over the Tri-Prefecture (and eventually the world) hasn’t quite worked out yet, but he knew eventually it would. His first step would be getting past All Might so that he can wield his inventions efficiently. Then, he would need to convince his son to become his successor so his legacy can live on.
He would get there, eventually.
