    "“I did mean it, James,” Zemo says and Bucky turns to him with a raised eyebrow, forces himself to not go tense, sure that he’s about to hear some more bullshit about being a necessary means, but what he gets instead is: “you really are a remarkable man.”

    And then Zemo kisses him. He doesn’t do it slow, but Bucky could have still stopped him. Of course he could have. Instead, he stays standing, doesn’t reciprocate. But he doesn’t move away either. This is the first time he’s kissed someone in a very long time.

    After several seconds, Zemo pulls back. He looks curious, not afraid in the least and just for that, Bucky gets the urge to grab him by the throat, make him dangle from the balcony. But he pushes the impulse down.

    “Why?” he finally forces out.

    “Because I wanted to,” Zemo answers like it’s that simple."
