   Summary

   It has been five years since the end of the Shadow Project. Twice, the head of Cipher has been ousted, and twice, Cipher has been reformed and rebranded as the central driving force for the failing region of Orre. After this period of recovery, Cipher has shown off their new product - a portable energy field to contain the often-explosive nature of Pokemon battles - and has sent a challenge worldwide, inviting trainers from all regions to compete in Orre.
