Kai was a man obsessed.
He knew that he, along with eighty percent, if not more, of the world's population were infected, diseased with filthy Quirks inherited from disgusting rats, and it was his mission to cleanse and purify humanity. Doing so had been his sole mission for years now and he would stop at nothing to achieve his goal. And now, he had found the most perfect and pure being to ever exist on this filthy, undeserving planet.
Midoriya Izuku, U.A.'s first and only Quirkless student in their hero program. The boy's accomplishment had, naturally, made the news and Kai knew from the moment he saw him that he just had to have him. While Kai was fully aware of his own undeserving, diseased state, he also knew that no one else could love and praise Izuku as much as he could. The green haired beauty was the deity he had lacked his entire life and Kai would be relentless and unwavering in his devotion. Izuku was not only intelligent and strategic, but he was truly kind, forgiving, and pure hearted, seeing only the good in whoever he met. He was nothing short of perfect and Kai wanted him more than anything. The boy would not only be the perfect figurehead for Kai's cause, but he would also be the perfect life partner for him. Though Izuku would naturally resist at first, Kai was positive that his good hearted nature would see that this was meant to be and would be utterly perfect.
Together, they would cleanse the world with pure, unrelenting fire. They would be the new deities of a world reborn. It made Kai's heart pound dangerously in his chest and he knew, without a shadow of a doubt, that this was meant to be. This was what love, pure, true love, was.

Clear the slate and start over.
Try to quiet the noises in your head.
We can't compete with all that.'

It was disgusting and unnatural, Kai knew, to be stalking Izuku, following his every move from the shadows. He knew that his love and devotion shouldn't be hidden or kept in the dark, but he also knew that he needed to study and observe his darling angel. Doing so openly would draw the worst kind of attention and Kai wouldn't risk that. This situation, the first of its kind for the young Yakuza boss, was delicate and needed to be handled carefully. Luckily, Kai was very capable of doing that, and even if he wasn't he could learn and adapt. Izuku deserved no less.
With his Yakuza operation and his project with Eri, Kai's free time was limited but Izuku was worth it. It helped that the boy tended to keep to a routine. Usually he just traversed between home and school, with the occasional diversion caused by hero activity. Or bullies. Kai found that, unfortunately, Izuku was unjustly tormented for being quirkless, and that the main antagonist was Bakugo Katsuki. Kacchan, as the green haired boy called him, was the son of Midorya Inko's friend and was one of many reasons why Kai pursued the eradication of quirks.
Mere days after keeping tabs on Izuku, Kai saw that too often was his beautiful deity burned by Bakugo's quirk or frightened to the point of crying. It broke Kai's heart while simultaneously enraging him. Such ignorance, such arrogance was the result of having a quirk, and it was a decadence that he was working tirelessly to end. And with Izuku by his side, he would end it permanently.

And what if that's all that we need it to be and the rest of the world falls away?

The more Kai watched and learned about Izuku, the more his desire grew. There had never been such a pure, gentle soul born into this diseased world before Izuku, and there wouldn't be another one quite like him after. Truly, Izuku was one of a kind and Kai craved his presence, his touch. He wanted those expressive green eyes to look at him, only him, with the amount of love and adoration he gave to the heroes, especially All Might.
Kai was well aware that Izuku was misinformed, having been fed lies and manipulation his entire life, but he was not hopeless. He would see the light once Kai explained it to him, showed him, and he would be oh, so grateful. Izuku, a living deity of purity and goodness, would feel so grateful to Kai, of all people, that he would be compelled to reward him. Despite Kai's own filthy body, Izuku would shower him with love and affection and all but demand that they be wed. Though infected and undeserving as he was, Kai would, naturally, oblige him. How could he not when Izuku would be so utterly in love with him? It would be better than waking up to everything one could want underneath the tree on Christmas morning; it would be even better than curing the world of its disease.
Before that, however, Kai needed to arrange a meeting between them. He knew Izuku's schedule by heart now and being able to randomly encounter his angel, his, dare he say it, goddess? Because someone as pure and perfect as Izuku could only be a goddess. And when they finally married, Kai would ascend into godhood. Such a thought nearly made him ravenous with lust and desire, but Kai had marvelous self-control. He could contain such notions for quite a while, if he so desired. Once they met, things would fall into place naturally, and though Izuku would be afraid and confused in the beginning, those feelings would melt away before long.
Yes, Kai absolutely had to meet Izuku.

"Oh, I'm so s-sorry! I wasn't paying full attention," Izuku stammered when he bumped into Kai. He had barely managed to move the man with his smaller body and Kai found that utterly adorable.
"It's not a problem. My head was up in the clouds, so don't worry about it," Kai said smoothly, with the patient and precision that came from copious amounts of practice. This had to be perfect.
"Still, I shouldn't be so careless. I'm sorry," Izuku replied, his cheeks red from embarrassment and an awkward smile on his face. Kai wanted to pulled him into his arms and never let him go.
"Hey, aren't you U.A.'s first Quirkless hero student?" Kai asked him, letting some of his reverence seep into his tone.
"Oh, uh, yeah, I-I am. Uh, how did you...?" Izuku said, eyes wide and a hint if fear lacing his tone.
"The news ran a segment on you when you were accepted," Kai stated truthfully. Izuku's face reddened even more and Kai was thankful that his mask kept most of his face hidden. It wouldn't due for Izuku to see just how awestruck he was by the quirkless goddess before him.
"O-oh, y-yeah. I forgot about that," Izuku mumbled, looking sheepish.
"I think it's admirable. Society has become too depend on Quirks and has forgotten that true heroes are people free of disease and filth," Kai told him, all of which was true.
"Th-thanks, I think," Izuku answered. "But Quirks are still pretty cool and can be useful in a lot of different scenarios."
"And have crippled our world. Relying too heavily on Quirks has only furthered our infection and have made many disillusioned," Kai countered before he added, "But I don't need to push my ideology onto a true hero like yourself."
"Y-yeah," Izuku stammered softly, looking mildly uncomfortable. He hadn't been prepared for the truth, but he would soon come to accept and embrace it.
"I'm Chisaki Kai," Kai finally introduced himself.
"Mi-Midoriya Izuku," the boy said, extending a shaky hand.
Kai briefly shook it, his gloves protecting him, and he swore he felt a spark of electricity surge between them at the contact. Though Kai didn't want to let go, he knew he had to. It wasn't time, yet. But it would be soon.
"It was an honor to meet you, Izuku," Kai said, his voice heavy and thick with emotion. He didn't miss the way Izuku shuddered at his words.

It's not so impossible.

After officially meeting Izuku, Kai's obsession deepened and became a need so great that it threatened to destroy everything he had worked so hard to achieve. Too often had Kurono been forced to remind him of their goal and ultimate plan and that was unacceptable. Kai would need remove Izuku from U.A. soon, before things got out of hand. His sweet, pure goddess would need time to adjust to Kai and Hassaikai and he would have to learn to accept his role in their plan.
Izuku was their deity, their goddess, their mother. He was crucial in uniting the world and quelling whatever resistance Kai would encounter. His kind heart and pure love would be more than enough to tame and reign in the diseased and unworthy. At such a young age, Izuku would be the mother the world didn't know it needed, and Kai would be at his side through the entire ordeal. Through his undying support and devotion, Kai would help Izuku see that this was the future their species needed and he would flourish and grow beautiful as he embraced his role.
And though Izuku would love everyone as his children, it would be Kai who would be his consort, his lover, his king. He would see how much effort and dedication Kai put in and his heart would swell with love and gratitude. It would be difficult to keep Izuku off of him, so desperate and needy to make love, but he would be able to control himself as time wore on. After all, Izuku would see that he had to set an example for his children and he would do so.
But Kai's getting ahead of himself. First, he had to obtain Izuku and get him to understand his role in the purification of their world. Given U.A.'s security and Hassaikai's need to operate in the shadows, taking him from or near the school would be pointless and utterly nonsensical. And Kai was all too aware of Midoriya Inko's paranoia; she would alter the police immediately if Izuku disappeared on his way home. No, Kai would need to take Izuku from his house directly. Luckily, he had subordinates who would make that very easy and that helped to calm his unease.
All he needed was the perfect opportunity, and Kai didn't have to wait long for one to present itself.

Kai was positively elated. Hassaikai was slowly acquiring the money they needed, the research and development of the Quirk stealing bullets was coming along smoothly, and, most importantly of all, Izuku was finally with him.
The boy was currently unconscious, his head of soft, green hair lying on Kai's lap. He was breathing softly and he looked every bit like the angel that he was. Kai couldn't help but stroke his hair. Once they returned to the compound and Izuku woke up, Kai would remove his gloves and mask and then bear himself completely to Izuku. He would pledge himself to his goddess and mother and though Izuku wouldn't understand immediately, he would come to do so soon.
It would be beautiful and memorable. It would be the true beginning to their reign, their ascension. Once the cleansing had begun, people would see that being quirkless was wonderful and amazing and they would turn to Izuku, their goddess and mother, for inspiration and guidance. And although Izuku would care and love them all, it would be Kai who would hold his heart, who would be his equal, unworthy though he was.
They would rule a clean and purified world together and no one would be able to oppose them.
