Summary
Wilbur is not a good man and he knew that very well. He knows he has hurt and hurt, and he knows he will continue that.
But it never stops stinging when it's Tommy that gets hurt by his actions, especially when the truth comes out.
(Or in other words the whole theory about Wilbur trying to blow up Tommy on the 16th is canon in my mind)
