It is what it is.
There are no titans, but the walls are still there, so are the Garrison, the Military Police Brigade, and the Scout Regiment. Queen Historia inherited the rule from her father, and boy, oh boy, she takes advantage of it. She can have anyone she wants, but the one she truly wants doesn't obey her.
