Prologue.
“As you all are concerned our prisons are now overflowing and our justice system has yet to correct this blunder. Yet we have to remember not all prisoners in these facilities are not innocent, proper care in dealing with each criminal must be assets. However due to the recent nature and our encounter with our newly founded friendship with the people across ‘across the pond’ they have offered to help in our endeavor.”
“Mr.President! How exactly are the people quote ‘across the pond’ plan to help us?”
“With great care have examined our facilities and offered to house criminals with light offenses from theft, destruction of property, vagrancy and so forth. But they request we handle those with more violent records such as arson, murder, sexual assault and so forth. The ‘across the pond’ people will not handle these individuals as they see them as…our responsibility to put it politely.”
“Why only low level criminals?”
“Our friends believe that criminals on the lower end of the spectrum of the law deserve a second chance and in need of change. To them theft is out of necessity of survival rather then; in their words ‘carnal’ such as greed. They promise individuals will be returned to our world after serving community service in their world.”
“What about those falsely accused of crimes they haven’t committed?”
“Rest assured everyone that our friends from ‘across the pond’ have investigated each case brought before them and any if not all individuals coming into their care have been thoroughly investigated. An with their investigations 85% of all convicted individuals have been both proven innocent beyond reasonable doubt, at the same time those found guilty have been duly processed and convicted by the full account of the law. Those who helped create false evidence and false witness have been arrested and are awaiting trails. Any other questions?”
“Yes, what do our new ‘friends’ plan to do with the criminals in their care?”
“Community service as they see fit, also counseling and provided health and mental examinations. Those suffering from mental illness will receive the utmost if not the best care. Any other questions?”
