I need to just add some worldbuilding as this fic doesn't quite make sense without it, the actual start of the fic will be posted today or tomorrow.
The empires are districts in a large city that has no name.
The city is split in two parts that do not get along: Upside and Downtown.
Upside is more lawful and the places are generally richer, the districts in Upside are as follows; Tumble, Glimmer, Dawn, Gobland (Border), Sanctuary (Border), Stratos (Border)
Downtown is an almost lawless place where people have more of a sense of community between districts.
The districts in Downtown are; Animalia, Eversea, Evermore, Chromia.
Pix has a museum in Dawn, beacuse I had no idea how to parallel that into a modern AU.
This AU is low magic, but there is some involved.
