"Admiral sir!" the Turian assigned to sensor duty exclaimed

"What is it?" Caeus Candinius asked

"We have an extremely large fleet on our sensors." the sensor man stated " the scans show them as civilian and of differing make, they all seem to be in states of disrepair,"  

" Is it the Quarian's migrant fleet?" Caeus questioned.

" No, sir. The scans don't recognize the design and they are not broadcasting any known IFF, so high chance of it being new species, they also must have used conventional FTL because Relay 314 is Inactive if they were to have come from behind it." sensor man answers

"So a giant unknown fleet of worn down civilian ships just appears in our border," Caeus asks.

"Yes sir, it appears so," the sensor man says

"Ok, attempt to contact them," Caeus orders

After a few moments, we make an audio-visual connection.

"Hello, I am Ronald Kingsly and I am the nutritional overseer of the Zeta Boreas refuge fleet, my species refers to Our self's as Blorg." what appears to be a giant nude fungus says.

Caeus noticed that there were two other unknown species standing next to the fungoid alien. One of them appears to be.

a giant bug-like creature in clothing that would not look out of place in a lab. The third looks astonishingly like an Asari other than the skin color and the lack of a head crest.  

" I am Rakex Crumtika, I am the leader of research and reconnaissance for the Zeta Boreas refuge fleet, I am a Tezhnid," the giant bug-like creature says

" And I am Sarah Porter of the Zeta Boreas refuge fleet security and enforcement, I am a human," the Asari look-alike said

"I am Admiral Caeus Candinius of the Turian hierarchy, I am a Turian," Caeus says.

Caeus then turned towards his crew.

"send a message to command that we made peaceful contact with at least 3 new species."

At the citadel council private meeting chambers two hours later

" What did you call us here for Sparartus?" Tevos asks.

" I recently received word from one of our patrol fleets that they have contacted at least 3 species, they were encounters in system 314 with a massive fleet of rundown civilian ships, though somehow the relay was Unactivated so there is no question of them breaking citadel law."

"Did you say three new species?" asked the Salarian councilor

" we have visual confirmation of 3. The admiral believes there could be more," Spartarus responds

"you said the admiral had visual confirmation. Did they send it to you?" Tevos questioned 

"Yes, I'll put the images on screen," Sparartus said.

He then put the images on the screen.

"Wow, the Humans (?) look a lot like Asari." the Salarian councilor said while looking at the picture of humans

" Is that species a giant fungus?" Tevos questioned while looking at the image of the blorg.

" Has there been any more news from the fleet?" the Salarian councilor asked

" Yes, we later got a report from the admiral detailing how they got some basic imagery across communicating that they were aiming to meet in person to get a translation for the 3 languages," Sparartus says

Bit of lore The reason the blorg had a human name is actually part of the blorgs lore, basically the blorgs had an empty society like it just felt empty until they received transmissions from earth, which caused a cultural Renaissance and heavily influenced their future.

Approximately 200 years ago in the Zeta Boreas Galaxy

"Sir! The loading of the last ARK ship is finished, should I order the launch.?" asked Helmsman Johnson 

"Is the Last Baol loaded onto one of the core ships?" asked High admiral, Wings of silver.

 "Yes sir, Along with The Omni codex, the Cybrex war forge, the Yuht cryo core, and the Galtron" Helmsan Johnson said

" Good. Order the Launch." High admiral, Wings of silver ordered.

200 years later On board the BCS Victoria in system 314

"How's the translation going?" admiral Caeus asked

"It's going good Sir," said the fleet scientist Floana Fausdros 

"How close are we to basic conversation Level?" Caeus inquired

"We should be able to have a basic conversation by the end of the month. Because they already have a translation system for the 3 languages, we only have to translate one." Floana Answers

"Good, Anything else?" Caeus asked

"Yes sir. I got a report on the 3 most populus species, The Blorg, Humans, and Tezhids, biology."

 "Leave it on the desk, I'll review it in a bit," Caeus says

"Yes sir." She says as she places the report down.

Caeus then looks down from the raised platform that he, the blorg leader of this science vessel, a human scientist and a Tezhid scientist, is on and looks down at the translation team. The translation team is focusing on the human language since humans are the most numerous in the fleet, as well as the blorg language since it happens to be heavily influenced by the human language so once you translate one the other is much easier to translate.

In the council chambers an hour later

" has there been any news yet Sparartus?" Tevos asks

"Yes. The report details the docking of the ships, the current state of translation, a report on the biology of the 3 most numerous species in the fleet, and finally conformation of two more species." Sparartus answers

"Two more species!? That adds up to five new species." the Salarian councilor says

" that we know of." Sparartus responds

"True. You said something about biology, Could you forward those reports to us? Truth be told I'm curious about how the fungoids biology functions" The Salarian councilor asked

"I am also curious about how similar the Asari and the Humans are past the surface level," Tevos says

"I'll forward them now" Sparartus answered

In the Zeta Boreas Galaxy

"  The Hunters approch. I can feel it. We must Leave this galaxy for the next. " The Prethoryn Queen said via the neural network in its brain that allows it to send signals to its drones via a lower dimension of the shrowd. She still vividly remembers the homeworld, the Beautiful Blue sky, The giant flesh-eating piles of flesh, and The giant columns of wood with blood-red leaves, oh she could go on forever but she has to focus on the preparations for leaving this freshly harvested galaxy. Sadly, The Prethoryn Scourge has to travel galaxies stripping them of all life and useful resources, but it is necessary for the continued survival of the Prethoryn. It is the nature of all living beings to hold their own continued survival above others, it was the way of their home galaxy if not the whole universe.

 In the BCS Victoria in system 314 in Milky Way Galaxy about a Month Later

"Sir!" Floana shouts " The translation is done. Do you want me to upload it onto your Omni Tool?"

"Yes. It would be good to actually get a diplomatic team out here to help with negotiating them joining the citadel, or the most likely case get the other galactic community to be on good terms with the council." Caeus said

" By the way, The Three heads of the fleet want to talk with you Captain."

"Thank you Floana," Caeus says as he turns and heads for the door.

He walks down the hallway toward the commander's room. He finds the design of the Craft he's in quite pleasing to the eyes, The Plants that dot the hall, the subtle curve of the hall, the very faint green lighting, and the warmer coloration of the material that the inside of the ship is made of. He finally made it to the bridge. He walked over to the three commanders.

"Commanders. I'm sure you have questions as do I." Caeus says " I Believe Proper introductions are in order. I'll start, I am Caeus Candinius, an Admiral of the Turian Hierarchy, a member of the Citadel Council."

" I am Ronald Kingsly, the Nutritional Overseer of the Zeta Boreas refuge fleet, and I am a Blorg." Responds Ronald Kingsly

"What do you mean Refuge Fleet?" inquired Caeus

"We are Refugees From our home galaxy of Zeta Boreas, the Various governments of the Galactic Community helped Create the massive fleet with the best technology available to the galaxy. As well as other Relics to help us Recover and build a new home in this new galaxy."

"Ok. I have a couple more Questions if you don't mind me asking them," said Caeus.

"Of course, ask away." responded 

"Were you fleeing from something, if so what was it?" Asked Caeus

Kingsly looked at his colleagues for confirmation before sighing and saying " Yes we were fleeing from a Hiveminded race known as the Preythoryn Scourge that invaded our galaxy to strip it of all useful materials to help it along its path."

"Ahh, I see. You said something about Relics." Caeus said

"Ah yes the various Relics we have, I can't reveal much but they are artifacts from long-dead Races that hold extreme power. I am unable to reveal more, unfortunately." Kingly Explains

"Ah, I see. Wait since you are from an entirely different galaxy that means your technology could be built on entirely different principles, interesting. Anyways, Do you have any questions on the state of things in this Galaxy?" Asked Caeus

"Yes, Is there a wider Galactic Community?" asked Kingsly

" Yes, it is called the Citadel Council, it is led by a council of three races, the Turian hierarchy, The Asari republics, and the Salaria Union. The council decided on laws such as The treaty of farixen which places a limit on the number of dreadnoughts, or the ban on A.I, or other such laws." Caeus responds

"We had something similar in our old galaxy, it was aptly called the Galactic Community, it was Led by the three strongest nations that were members. At the time of our departure, it was The Blorg commonality, The Tzhagik Fire clans, and Azhiphil Synergetics. Though Of course the rest of the members were able to vote on resolutions." Kingsly answers

"How many Races are On the Refuge Fleet?" Caeus Inquired

"there are currently 14 species From the Zeta Boreas Galaxy on board this fleet, though when we colonize a planet it will jump to 15 shortly after."

"Ahh, I see," Caeus says while wondering how an entire species will just appear "well I best go report my findings to the council, I'll make sure you get the coordinates to the citadel. You'll probably only be able to get a transport ship and a guard ship into the system."

"This meeting has been very informative thank you. I am looking forward to meeting this council." Kingsly responds

2 hours later in The citadel council meeting room

" I am assuming that since you called us here something important has happened with the diplomatic team." The New Salarian councilor said, Unfortunately, the old councilor died so they got replaced

"Yes. The translation was completed, as well as the discovery of important information." Spartarus Responded

" What is this information?" inquired Tevos

"Apparently the fleet is a giant refugee fleet similar to the Quarian migrant fleet." responded Spartarus "except that they are apparently from another galaxy and fleeing from some sort of extragalactic invader"

"Wait. They are from an entirely different galaxy? That means they are most likely entirely independent of the relay network, which means they could theoretically expand without limit." The Salarian Counciler said

"Thats not all. We also got information on every species in the fleet, all 14 species." Spartarus states " But one of the commanders said soon after they find a planet to settle the number will bump up to 15."

"How would another species just pop up once the colonize a planet?" Tevos inquires

" We belive it has something to do with one of their "Relics" That they mentioned." Sparartus responded

"Relics?" Tevos asked " How would an ancient relic create an entire race?"

" We unfortunately have no clue,"Responds Sparatus

"worrying" Responds the Salarian couciler "But we should focouse on there lack of, and need for a planet,we could grant them a planet in exchange for some of their technology."

"While that is true, there is nothing stopping them from just traveling to systems out side of our control and colonizing them with out violating any laws since there not apart of the council, and they mostlikely don't have to use the relay network." Tevos replied

" All 14 races are Levo aminoe acid based so the turian hierarchy dose not have to worry about a competition for dextro planets. But either way they are most definitely going to expand, and we wont be able to stop them,  so i Belive it would be best to grant them a planet somewhere close to the terminus system so if that they will expand into the terminus and create a nice buffer between us and the terminus." Spararus responds

Well i think this is good, i hope i improved on all the points i got criticism on.

21/5/2159: The diplomats from the fleet land on the citadel

12/6/2159: The citadel council grants the fleet a system with a planet to colonize

12/7/2159: The fleet begins colonization of the plan dubbed Sigma Draconis, which includes, a starbase for defense, as well as the colonization of New Tazmireas which was named due to its resemblance to the dusty plains of the Tzhagik home world

21/9/2159: after the initial colonization has been finished, the newly dubbed Zeta Boreas federation announces to the rest of the galaxy that The Sigma Draconis System is not welcoming any foreign visitors for the next 2 years, they also announce that due to their current economic, military, and scientific situation, as well as citadel laws being designed for civilizations using the same technological basis, they are unable to join the Citadel council at this time. Nobody is surprised at this

In the council room after they heard the news

"Ambassador, please explain why Your capital system is closed to us?!" The Salarian councilor shouted

"It is a matter of national security. We are simply bringing the planet to a state where a member of all of our species can work comfortably " Responded the Iruki ambassador for the federation. The Iruki are a race of  Lithoids from the planet Intuara. An Iruki can reach the age of 1000, but if they were to exercise and eat healthily they could easily reach the age of 2000 if not more 

"How would you make a Desert planet suitable for a race of underwater dwellers?" Inquired Tevos

"I am not able to share that at this time." Responded the Iruki Ambassador

"do you at least have any plans to join the citadel at any time in the foreseeable future?" Inquired Tevso

"unfortunately due to the fact citadel laws were designed for Empires that use element zero and the relay network we will be unable to join the citadel no matter what." responded the iruki Ambassador

"Unfortunate But not surprising, if anything its actually more surprising that we are even able to communicate at all," responded the Salarian councilor

"We will get answers to our questions. Meeting adjourned," responded Sparartus

25/9/2159: A STG stealth ship attempts to enter the Sigma Draconis system and promptly gets shot down, the ship managed to capture an image of something being constructed around New Tazmireas

13/10/2159: A second more advanced stealth ship is sent to the sigma Draconis system it manages to get better a better image of the thing being constructed around the planet it, appears to be a large metal ring.

13/11/2159 to 15/9/2161: STG sends several stealth ships with differing results, none of them paint a good picture of what is being built, it just shows that progress is being made.

21/9/2161: The Sigma Draconis system is opened to outsiders, diplomats promptly rush there, the diplomats send their findings to the citadel council

"Ambassador, could you please explain how you completely transformed the surface of New Tazmireas from a dusty desert to a planet thick with vegetation?" Inquired Tevos

"That is A Matter of national security." Responded the Iruki ambassador

"Of course it is. why did I even try" replied Tevos looking slightly dejected

"Can you tell us what the hell that thing orbiting your capital is?" Inquired The Salarian councilor 

" I believe I should be able to tell you the basics of the Orbital Ring" Responded the Iruki ambassador " An Orbital ring is a type of advanced space station constructed around planets that can be outfitted with several types of buildings that can help with infrastructure development, shipyards, as well as gun and missile platforms  ."

"Ahh, I see," replied Sparartus

"Would the federation Be interested in sharing this technology?" Inquired the Salarian councilor looking slightly hopefully

"No." responded the Iruki councilor looking more expressionless than an Elcor

"I see." Responded the Salarian councilor while looking slightly dejected

"I suppose this concludes the meeting," Tevos said

13/10/2161: The Zeta Boreas Federation announces that they have fully recovered the "Zeta Boreas Saipeint species codex" which includes all known sapient species living and extinct, The Prime Chancellor of the Federation requests help from the Citadel council to upload the data into the citadel codex due to the size of the codex

21/10/2161:  Plans for construction of A museum dedicated to the Zeta Boreas species, both extinct and living, On the federation, Capitol New Tazmireas, is announced, the museum is planned to have large parts of it dedicated to the precursors of Zeta Boreas along with the Precursors artifacts, The construction plans should take approximately 20 years to finish building
