Summary
For two hundred years, the Hero Public Safety Commission has kept the people of Japan safe from the chaos unleashed by enemies of humanity. Safe from Meta Liberation, from Creature Rejection, and from ordinary villainy. Safe from bad heroes upsetting the applecart, vigilantes running amok in the streets, and citizens and activists trying to overturn the status quo. Safe even from the people of Japan themselves, who would surely stir in their slumber if they learnt about the blood mortaring their society in place.
Through the history of the rising and the falling of the HPSC's presidents, we can derive a history of Japanese hero society, from its dawn at the beginning of the Quirk Age to its most recent calamaties and upheavals. Only one ideal has tied together their common mission--the same idea that drives any large organisation. The idea that their bloodshed is purposeful, that they are justified in what they do.
That it's, somehow, all for the sake of a correct society.
