Padmé doesn't think she just runs to Cordé the minute she sees her Handmaiden falling. The Queen wouldn't let her loyal bodyguard die alone.
"It's not your fault, okay? Please, promise me you won't blame yourself for this."
"I promise, my beloved." Padmé declares even though she isn't sure about it.
The first thing that came to her mind when she saw Cordé's bleeding body is that it is her fault. If she wasn't disguised as Amidala, she wouldn't have been taken down. It is all her fault, Cordé's dying because of her.
"Can I ask you just one more thing, my Queen?"
"Of course, whatever you want!"
"Can I get a first last kiss? We didn't have time to do that yet and I don't want to die without giving you all my love."
The Queen concedes her Handmaiden's dying wish. Padmé kisses Cordé's lips for the first and last time. She wishes it wasn't like this, she wishes they could've had more time. But a Handmaiden's duty is just as heavy as a Queen's duty. That's how Naboo works, Padmé wouldn't change that even if she could. She knows Cordé thinks the same, but it still hurts to lose her beloved bodyguard. The Queen briefly mourns her Handmaiden's death before being dragged away from her lover's dying corpse.
