Primeday, Week 3, Melona
For Senior Leadership of the First Order Military (Supreme Leader Snoke, Kylo Ren, General Armitage Hux, General Enric Pryde, Admiral Frantis Griss, General Belleva Parnadee)
Overview:
Please note that the lateness of this report is due to the destruction of Starkiller Base, and the subsequent work in bringing order in the aftermath of that event (the final two weeks of Helona and Shelova Week being spent rebuilding damaged reporting infrastructure and infostructure necessary for reporting and functioning). This was acknowledged in discussions with senior leadership (refer to attached holo-messages and descriptions for details regarding rebuild timelines and events).
The destruction of Starkiller Base has caused a massive loss (-77% MoM and -215% YoY) in morale. Even when offset against the annihilation of the Republic, and the subsequent movement of troops across the Galaxy, morale has reached critical levels in some divisions. It is worth noting that stormtrooper discipline has been maintained due to the efforts of my training and re-education program, but officer and engineering discipline especially has been badly hit, regardless of increased disciplinary actions taken. I advise taking swift action with a military victory somewhere (ideally the conquest of an Inner Core world, or the annihilation of the Resistance) to prevent mutinous behaviour in less loyal sections, but that is up to the discretion of the leadership and the will of the Supreme Leader.

Stormtrooper Report:
After the loss of FN-2187, a thorough review of stormtrooper mental training and discipline was undertaken as requested by the leadership team. Despite the interruptions of the previous weeks, the review found several weak points which, while previously maintained by Phasma's team, had fallen under the purview of Captain Juls Antika and the Internal Maintenance and Repair (more broadly responsible to Order Technology rather than Order Human Resources). The review found the following areas for improvement:
⦁ Remove the split between the mental conditioning initiative and the general health scheme that was brought in sixteen months ago, and redirect both into the general stormtrooper programme under centralised leadership
⦁ Create standardised procedures for relapses and medical rehabilitations, so as to remove individual biases and oversights
⦁ Ensure accountability of both individual stormtroopers, their squad leaders, and senior managers for desertion
⦁ Increase regular rally attendance and morale-performance reviews
⦁ Provide cash bonuses to officers who are able to observe and resolve provable cases of seditious talk, thought, or actions that do not ascend into outright treason
The above recommendations have already been tentatively approved by General Armitage Hux after discussions with Captain Phasma, and practical steps have been initiated.
More generally, stormtrooper morale has been fluctuating over the past several weeks. Whilst their faith in the Supreme Leader remains unshakable, their concerns over other members of the leadership team have begun to be more noticeable in their chatter. Positive sentiment is still above acceptable levels, but it would be worth looking into should matters deteriorate.
Officer Report:
The officer classes generally have been satisfied with senior leadership, and with the Order's directions, even in the face of recent setbacks.
Lieutenant Mitaka's Officer Collaboration project appears to be yielding results. Individuals have been brought together from different parts of the military structure and ensured that, under correct supervision from Captain Phasma and Lieutenant Mitaka, they have been able to collaborate to achieve Order directives and goals.

Closing Remarks
As has been noted, morale remains high despite the setbacks. However, it would be prudent for us to have a decisive victory in the near future in order to ensure the morale boosts are capitalised on and the negatives do not have time to build.
