Summary
All subsystems of the holodeck seemed in critical condition, severely affected by the malfunction and preventing the program from being shut down manually - at least from outside of the holodeck, but that wasn't what worried Spock the most. The more urgent issue was the possibility of the holodeck's safety protocols having been compromised as well. Since Spock didn't know what kind of program La'an was running, there was no telling whether or not she was in imminent physical danger. The thought that she could get hurt or possibly already was, made him act on instinct without thinking much about the consequences of his actions and swiftly bypass the security restrictions to gain access to the holodeck. Surely the chief of security would forgive him for intruding on her privacy if it meant saving her life.
