Summary
There is peace. And with peace, comes boredom. Some Shinobi turn to other Shinobi, like Anko, who is in a healthy relationship with Gai. (Ibiki doesn't want to see that, so he banished them from PDA in the office.)
Other Shinobi turn to work (until there is no more work), like Ibiki.
And other (actually, Ibiki, still) turn to candy. The sweet taste. Lingering on your tongue. Slightly addictive. It is nothing to be ashamed of. Nothing. Well, unless it makes you moan.But that is why Ibiki always makes sure he is all alone in the office before he eats the candy. And then he eats it.
He wouldn't have guessed that other Shinobi ( like Hatake Kakashi) also grew bored and then would go around town searching for their rival and then trying to find them in the office of Torture and Interrogation.
Just his luck...
