In this world, around 80% of this world's population has superpowers known as 'Quirks'. These quirks range from simple mutations to the ability to control weather. These quirks were caused from something known as a 'quirk factor' appearing within humans genetics, through mostly unknown circumstances.
However, some knew that there exists a much more ancient and enigmatic type of power. Powers that are believed to have existed since the dawn of humanity, coming from gods and goddesses. These powers were called 'Abilities', these powers only affect around .5% of this world's population, but some claim this percentage is severely overexaggerated. While some may theorize where these abilities come from, no one truly knows where these abilities come from. Unlike quirks, abilities aren't genetic, but seem to be connected to the persons very being, their soul. Because of this, abilities are not confined to what humans can do, this could cause especially powerful abilities to harm the user, unlike those who are born with quirks, as their body is born using the bodies quirk factor to help create a suitable body for the user.
These abilities seem to be able to 'override' the effects of quirks. Such as if an ability user and someone with a quirk were to meet head-to-head in battle, the ability will overpower the quirk, in most cases at least.
At first, quirk users and ability users lived relatively peacefully, when quirk users were fighting for their right to user their quirks, ability users were right there with them, fighting for their own rights. After a while, quirk users started to become afraid of ability users, they saw them as too powerful, even All For One said that most of the quirks in his possession were nothing compared to the power of abilities, and that he even respected ability users for their strength. This was enough to push abilities users away, out of civilization, permanently, however, even before that, ability users were being repressed for years, even before the rise of quirks. They were shunned, even when quirks appeared, they were seen as lesser beings, 'tainted' by a 'curse'.
This had caused the port city of Yokohama to break off, and label itself a safe haven for ability users. As if in a day, Yokohama had a massive wall around the city, along with an invisible barrier as well, creating a dome, the city had also somehow moved away from the cities of Japan, being separated even more by land that wasn't there a day ago. Out of anger and spite, the Japanese government, built another city, exactly how Yokohama looked, and called it 'New Yokohama', but most people from Japan just called it 'Yokohama' and the original Yokohama was renamed the 'Quirkless City' or the 'Powerless City'.
Though the government didn't stop there, they tried sending their new 'heroes' to go and reclaim Yokohama, but every time a hero was sent in, they were never found or never came back the same. Some lost their memories, some came back on the brink of death, some came back without there quirks. But most didn't come back, or at least, not in one piece.
For some reason, quirks rarely appeared in Yokohama, and Japan didn't know why. This made them even more confused on how their heroes were overpowered. Some brought up the fact that Yokohama likely had many ability users to help them. Though many argued that ability users were actually weaker and just claimed to be stronger to protect themselves, despite severe proof that was exactly opposite of the truth. While most didn't really believe it, it was definitely something that stuck in the back of people's minds.
Since the government couldn't reclaim Yokohama, they spread propaganda against both Yokohama and ability users. Saying that ability users were sadistic villains who only claimed to be strong, but actually just had severely weaker quirks, so much so they were actually weaker than those who were quirkless. Soon the constant propaganda against ability users, caused abilities to be wiped away from the public view, history books that mentioned abilities were banned and mention of abilities or ability user became a taboo subject, and only a select few knew of the existence of abilities. And Yokohama was dubbed the 'Quirkless City' because of this, though most of the present day do not know why Yokohama was called this.
Luckily, these ideas died out, but the prejudice against ability users and abilities still existed. Currently, abilities were deemed as 'defects'. Most knew of ability users, unlike years ago. but the prejudice against them still ran deep, most distrusted ability users, but they didn't see them as violent criminals. The people of today, those outside of Yokohama, still saw abilities as inferior to quirks.
As the years went by, society run by quirks advanced, but morals became split, creating a world full of black and white, while Yokohama had more, if not only, grey, Yokohama was a world where that if someone was stealing, stealing to feed their family, people turned a blind eye, while in Japan, they would be reported almost immediately by most.
Yokohama had cut contact with the rest of Japan for years, almost a century now. So, you can imagine the surprise when the HPSC received a transmission from Yokohama, from a group called the 'Special Division for Unusual Powers', which was shortened to SDUP, that said they wanted to send some exchange students and some exchange teachers to U.A High, claiming they wanted to reestablish connections with mainland Japan. Of course, the HPSC was suspicious, but after many meetings, they accepted their proposal, however they questioned if they would be sending quirkless students and teachers, or actual students and teachers with quirks. The SDUP confirmed they would be sending people with 'quirks'. What the HPSC didn't know was that these people didn't have quirks, but abilities, and they were just pretending to have quirks.
They agreed to nine exchange students, eleven exchange teachers, and the SDUP even said they would send some more muscle to help protect U.A since they were recently attacked at the USJ. The SDUP said they would send a group known as the 'Hunting Dogs'. The Hunting Dogs were known all across the globe, so it shocked the HPSC that the Hunting Dogs were being sent in, but also had connections with Yokohama.
They would arrive at U.A in a week and a half. This gave time for U.A and the HPSC to make arrangements, housing, uniforms, and such. What stumped the HPSC was why Yokohama just suddenly reached out.
The answer was rather simple. Yokohama wanted to know what the HPSC wanted with Yokohama, somehow, they figured out the HSPC had a plan for Yokohama, and they wanted to know what it was. Not only that, but they found out that All For One also wanted something from Yokohama. With this arrangement, they could figure out both with relative ease. The cherry on top? Yokohama was already making plans to contact the outside world, so after their main mission is complete, they could truly establish a connection with the outside world, a win-win situation.
All they had to do was prepare for and survive high school. Likely the most difficult part of this plan.
