The world of heroes failed him completely. So he does what anyone would do: he lashes out against the world that shunned him. He makes a name for himself in the underworld, thinking that it's what he wants. After all, the League of Villains couldn't be worse than what Bakugo and All Might did to him, right? Right?
Despite everything that Midoriya went through, he still has a heart. It may be cold, but it is still there. And it beats to help others. But that's a stark contrast to what villainy requires. So he pushes himself further and further past his moral boundaries. And he's only making himself hurt more.
Fortunately for him, karma has a tendency to come back around.
TL;DR: Midoriya is a villain, but he still wants to help other people. So the people who are supposed to be his enemies attempt to save him.
