After a devastating battle against Acnologia and Zeref, both Natsu and Gray succumb to their injuries and die, reincarnating in a new world without magic. Natsu and Gray are both born to the Todoroki family and find themselves in a world where everyone is born with quirks, heroes are worshipped.
Natsu is quick to adapt and gets a brand-new goal. Defeating All Might, who is the strongest and greatest Hero. However, before he can do any of that, he has to go to School. And if he doesn't pass, he can't be a Hero???!Meanwhile, Gray is trying to keep Natsu in line, but ends up causing trouble as well.

Summary
Midoriya Izuku is a quirkless individual in an era where heroics require strength and authorization. Prior to U.A. Academy, prior to All Might, and even before he was given a fighting chance to become a hero, Izuku starts to see how flawed this protection system is.
Failing to see hero society move fast enough when necessary, Midoriya takes matters into his own hands. He becomes a silent vigilante who saves people without permission or acknowledgment. After Wemmbu faked Yisille's death as a suicide he decided to give himself a new pseudo as a new villain to replace her("Heather Duke" like if you will) won't work, especially with the law's being stricter on power protesting.
Vesuvius had already set a few ground rules for this social expriment(much to Weembu's dismay) He couldn’t kill, nor injure, had to focus on saving the planet etc., AKA "No fun allowed". Honestly, he could just improv the whole thing and it be convincing enough for these idiots.
