Summary
The ANBU have always been revered within Konoha. Their presence and elite talents were a necessity to the village and no one dared to undercut the importance of their position.
Given the intensity and moral ambiguity of their work, the village founders had gathered together early on and come to an unwritten agreement on a method for keeping their elite nin calm and satisfied while in the village.
Thus all nin, regardless of rank or sex or age, came to know that if an ANBU wanted you, they were entirely permitted to have you.
