Tim can't. Firstly, because wouldn't it be weird, asking your best friend out only after you've had sex few months prior? Which only happened to save Tim's stupid life in the first place? No, that'd be super inappropriate. Even if Tim knows how he feels about Kon, knows it's not purely sexual even if there is a lot of frankly embarrassing lust in it, from Kon's perspective it would seem like he's after sex alone. That he's only started wanting him after that.
