Instead of anyone actually being an angel, one instead tried to interfere gently upon seeing the children being experimented upon. It blesses them, giving them powers it thinks should help them escape, never questioning how this might appear to the scientists, or how the people experimenting on the kids could actually get worse, or have tried to make the kids view them as family.
The angel would probably still keep an eye on the lab, still try to keep track of the children, and do what it can while remaining detached to help more later on, especially after realising just how bad life in the lab got for the children it had blessed. The people helping the kids that get away, that try to do good, or prevent more bad from being done heal slightly quicker, giving them an almost zero chance to get infections and when it realises how One is becoming, helping extend El's powers and strengthen them with an additional blessing in order to save all it can, without direct intervention still.
The paper work for actually appearing would be too much to think about so it was not going to do that.
