Hardwired to worry about the worst, her shoulders tense, and it is only Katniss’s hand on hers, loosening her fingers from where they had begun to gouge into her palm, that forces her to relax. “Tonight, I bring a formal announce on a decision the council and I have made, for the better of the entirety of Panem. To strength us as a nation.”
“I don’t like the sound of that,” Katniss frowns, and her grip on Effie’s hand tightens.
