The Spirits were bored.
After they had died, what would they do? Sit around all ghostily? I don’t think so, said the first seasonal spirits.
From July 2019 to November 2019, the first government of Sky had formed: the Temporary Gratitude Government.
It was extremely rudimentary, just half a dozen Gratitude spirits deciding matters. They had no actual power in the Sky world (since they were dead), but they at least pretended. They built a massive, extremely complicated bureaucracy that did absolutely nothing of note.
The Lightseekers mostly ignored this government, but Belonging took full advantage of it when they came in November. The Belonging Grandma booted the Gratitude Government out, proclaiming herself as the new monarchy of Sky. This would be the last time Gratitude would have any relevance in Sky.
However, by January 2020, things were not looking good for Grandma. The government had barely been changed, and a popular new season (Rhythm) had been released, along with rumors of Enchantment, set to arrive in spring.
Because of this, Grandma stepped down and formed a new “democratic” system.
Every area in Sky would vote for a candidate, and the person with the most areas wins. (This is similar to the US Electoral College, but each area having 1 electoral vote.)
The first election did not go well, however. Grandma forgot to put an age limit, thus allowing for millions of Skykids to vote. The most common response wasn’t even a candidate, it was just “owl hair”. Since “owl hair” wasn’t running, the election was given to the owner of owl hair, the Rhythm Guide.
