Summary
First, Lucci breaks the rules on relationships during their mission. Then, he breaks another obscure rule that he refuses to admit to: pregnancies must be reported and terminated unless explicitly planned and discussed beforehand. Failure to comply would result in severe punishment for jeopardizing the path of justice. It's completely reasonable, as the complications of dealing with such a thing only make a mission harder.
Him and Paulie were drunk once, now he had a baby growing inside of him and there wasn’t a single option that was ideal for him. His inaction and attempt at concealing his situation results in the absolute worst possible outcome, but also a chance at a life he was never allowed to live.
If living is less painful than what happened the first time, then so be it- he's going to live. Paulie makes sure of that.
