After Clint back chats Steve a little too much, Steve forcibly puts Clint down into subspace, tell him that'll he'll damn well listen to what Steve says, tells him that if he's going to be on the team then he'll be on there under Steve's conditions, which includes one of the new high-tech StarkIndustry collars that can't be removed without a specific code - one that Steve's not telling Clint
Things got better during the seventy years Steve was frozen, but Steve, man out of time, stayed the same.

Steve sees Clint mouthing off a lot and being reckless in the field, learns he's a sub, and concludes that he needs to be brought under control via forced subdrop and a collar he can't take off. That was just normal in the 40's.
Clint does not respond well to this, but he's also too conflicted and compromised to tell anyone, and the rest of the team is oblivious for too damn long. But eventually they figure it out, and read Steve the riot act, and put him through sensitivity classes, and get Clint back into Coulson's care like he's supposed to be.
One of those deeply uncomfortable (and suspenseful) fics that is well worth reading.
