No they aren’t lovers or even friends. This is simply a tit for tat arrangement where they both get what they want from the other.
No lovey dovey or warm squishy feelings. Tav is fully evil, still holding a grudge about what transpired when first meeting the vampire. As for Astarion, he’s famished and to be fair he’s put up with far worse. So expect some nasty comments.
