The Tier System system is public knowledge. In fact, the Fairness Association runs constant public safety outreach campaigns to ensure civilians understand how they work and the ranking of their local villains. Public Warnings use the tier system to quickly and efficiently communicate the level of threat and the appropriate response. Spending too long trying to remember the difference between an E and D Tier could cost a civilian their life.
What is not public knowledge is that there is a second list. This list is only available to Fairness Association's top 3 executive directors. Both heroes and villains are ranked using the villain standards. It would never happen, of course, but the best heroes always have contingencies. Every threat must be contained. Every hero can become a threat.

F: Ohio James/Indiana Jones (S&D/Indiana Jones), Soka (Avatar), Din Dinjarin (Star Wars), Dominic Toretto (Fast & Furious), Dr. Drakken + Ron Stoppable/Kim Possible (Kim Possible, S&D), Star-Lord (Marvel), Han Solo (Star Wars)
