Summary
Venti, after 500 years had finally succumbed to the slow but poison-like corruption gained from defeating Durin. Coincidentally, the archons had just finally finished the archon war at that point of the defeat of the tainted dragon, making the corruption be pushed aside as an issue to be dealt with later to care and nurture Mondstat.
Well, in current day Teyvat, this neglect led to absolute ruin. Mondstat was in shambles, its freedom had been turned into confinement. Gentle breezes have turned into harsh winds that prevent anyone from entering and exiting.
So, Celestia sent one of the shades to “help.”
Or
Venti becomes corrupted after neglecting it for 500 years and one of the shades sends Venti back to pre-corruption (aka the archon war) but some of the effects still linger.
