Summary
Penelope Featherington loves Colin Bridgerton. The sky is blue, she hates the color yellow, and Penelope loves Colin. These facts in quick succession made the most sense to Penelope so when Colin Bridgerton proposed marriage to Miss Marina Thompson (her own cousin!) during their first year out on the marriage mart, Penelope's world stopped. Only when Colin Bridgerton finds her in her aunt's quaint cottage in the Scottish countryside, begging her to return to Mayfair for her third season did the world begin to spin again.

Penelope runs away to the countryside before C and M get married and leaves Letters for Eloise. Felicity delivers the letter to E and sir Crane early which prevents C from getting married.
But I think Mama F cares about P BC F sent P a letter detailing C's wedding to M l(which didn't happen)
Then Colin basically ran to where Penelope was hiding (he threatened the addy out of E) and wants her to come back
