Summary
In-ho knew that he should have killed Gi-hun or at least punished him for the riot he had organized, but he can't bring himself to do it.
Instead, he chooses to keep him secluded in his room, until he figures out what to do. Until he figures out why he couldn't kill him and why he feels the need to keep going back to talk to the man.
