    In an attempt to solve the Touya problem Endeavor brings his son to the Hero Public Safety Commission for proper training. There Touya meets the Commissions' prized asset, a boy his age named Hawks. The Commission takes Endeavor's son thinking to turn him into a perfect tool. They get so much more than they bargain for and eventually he is returned to his family. Years later a villain named Dabi is approached by the number two hero who claims he wants to break away from the empty fame and being a false idol. Dabi knows a spy when he sees one but that doesn't mean he isn't going to play with the bird. But after learning more than he wanted to know about the life Wing Hero Hawks lives he changes his mind about things. Can he free a caged bird that won't fly even when the cage door is open?
